06/98: The Wyoming Public Service Commission (PSC) had scheduled a hearing
on deregulation in June 1998 to establish voluntary guidelines for utilities,
but the hearing was canceled in response to legislator's concerns.
09/97: A joint committee of the Wyoming Legislature began a series of hearings
on electric industry restructuring.
09/97: The PSC released the Study of the Potential Economic Impacts of Electric
Restructuring on the State of Wyoming, a report commissioned by the PSC and
completed by Black & Veatch and Planning Information Corporation on September
15, 1997. The paper stated that further study was needed; legislation would
be needed; stranded costs should be recoverable; and pilot programs should
be developed.
