10/01: The 2001 Annual Report, mandated by Legislative Bill 901, addressed
five "condition certain" issues; regional transmission organizations,
wholesale markets, retail rates, regional prices, and state and federal deregulation
activities.
04/00: Legislative Bill 901 was enacted by Governor Johanns, and it "adopts
the "conditions certain" approach recommended in the Legislative
Resolution 455 study, and directed the Power Review Board to monitor the ongoing
activities in the electricity industry and submit an annual report to the Governor
and Legislature."
12/99: The Final Report of the Phase I Study to the Natural Resources Committee
on Nebraska's electric utility industry was issued in December 1997. The report
focused on the existing structure of the industry and how to improve it. The
Final Report of the Phase II Study was issued in December 1999. The report
addressed competition issues and policy changes needed to keep public power
viable.
06/96: Legislative Resolution 455 was enacted to allow a 3-year study on electric
power industry restructuring, with reports scheduled to be due in December
1997 and December 1999.
