million. Georgia Power advocated a slow approach to restructuring.
06/98: Georgia Power estimated that stranded costs would be between $1 and
$3 billion. They felt that beginning to pay these stranded costs down would
be a good idea due to eventual competition.
01/98: The Georgia Public Service Commission (PSC) issued a Staff Report on
Electric Industry Restructuring (Docket No. 7313, Document No. 20658), which
recommended market-based rates, unbundled services, and stranded cost recovery.
Docket 7313-U was established for stakeholders’ comments. A slow approach
to restructuring was recommended.
